Arrears Calculation Chart for Bankers after 11th Bipartite Wage Revision July 2020

Following are the Calculation of Arrears for the Public Sector Bank Employees who wage revision was mutually agreed between IBA and Unions.

Kindly note that amount equivalent to One Gross Salary has already been credited to the Bankers on Ad-Hoc basis hence that needs to be reduced for arriving at the final arrears , as we have in the table given the total arrears payable.

Banking Sector declared as Public Utility Service for 6 Months

Banking Sector in India declared as Public Utility service for 6 Months till October 21, 2020.


Employees will not be able to go on strikes.


The government of India has declared banking industry as a public utility service for six months till October 21 under the provisions of Industrial Disputes Act, this results in the case that bank unions will not be able to hold the strikes for any kind for their members.

What does this mean for Public Sector Bankers ?


All the public sector bank employees as well as old generation private sector bank employees following the IBA pattern wage pattern should more or less be more happy as there will not be any deduction of their salary due to the useless and frivolous strikes called for trade union affiliated bank unions, which mostly call for political strike rather than the strikes for betterment of staff benefits or their salary revision which is now due for more than 2 and half years starting November 2017.

What does this mean for trade unions / bank unions ?


Already dead and politically motivated bank unions working more for the benefit of bank management rather than their members can utilise this opportunity to resurrect themselves and try to bring in the benefits to staffs of newly merged banks as by bringing in better benefits of the merged banks.

Also they can start to make the public sentiments in their favour by projecting the bank staff as Corona Warriors and working for the nation and getting very low salary as compared to Central / State Government & Private sector bank employees.

What does this mean for general public ?


Nothing they will be looted by private finance companies and private banks and they will come to fight in Public sector bank.

Other Details and Benefits of Bank 10th Wage Revision Part 2/8

Dearness Allowance

On and from 1.11.2012, Dearness Allowance shall be payable for every rise or fall of
four points over 4440 points in the quarterly average of the All India Average Working
Class Consumer Price Index (General) Base 1960=100 at 0.10% of Pay.

House Rent Allowance (w.e.f. 1.11.2012)

i) Major “A” Class Cities and Project Area Centres in Group A 9 % of Pay
ii) Other places in Area I, and Project Area Centres in Group B
and State of Goa
8% of Pay
iii) Other places 7% of Pay
Provided that if an officer produces a rent receipt, the House Rent Allowance payable to
him/her shall be the actual rent paid by him/her for the residential accommodation in
excess over 0.75% of Pay in the first stage of the Scale of Pay in which he/she is placed
with a maximum of 150% of the House Rent Allowance payable as per aforesaid rates
mentioned in Column II above.

Note: The claims of officer employees for House Rent Allowance linked to the cost of
their ownership accommodation shall also be restricted to 150% of House Rent
Allowance as hitherto.

City Compensatory Allowance (w.e.f. 1.11.2012)

Places in Area 1 and in state of Goa : 4% of Basic Pay to Maximum of 870/- Per Month

Places with population of five lakhs and and over and State Capitals and Chandigarh, Pondicherry, and Port Blair 3% of basic pay to Maximum of 600/- Per Month

Special Allowance (w.e.f. 1.11.2012)

With effect from 1.11.2012, officers shall be paid Special Allowance as under:
Scale I-III - 7.75% of Basic Pay + applicable Dearness Allowance thereon
Scale IV-V - 10% of Basic Pay + applicable Dearness Allowance thereon
Scale VI-VII- 11% of Basic Pay + applicable Dearness Allowance thereon

Note : The special allowance with applicable DA thereon shall not be reckoned for
superannuation benefits, viz, pension including NPS, PF and Gratuity

Dearness allowance paid on Basic Pay plus special pay if any paid to the employees and is revised 4 times a year.

HRA - House Rent Allowance is paid to bankers who are staying in their own house and not paid to them if they are residing in bank leased or bank owned or personal leased quarters where in they are paid the rent with ceiling limits in their grade and scales.

If someone is residing in his own house then HRA paid will be 9% of basic pay in major metros.
for instance if someone joints the bank in JMG Scale 1 he shall be paid the following HRA                                                                       23700 * 9/100 = 2133/-
And if someone has taken a loan to purchase is home called here as cost of ownership accommodation shall be paid 150% of HRA             23700* 13.5/100 = 3200/-

CCA - City Compensatory allowance is paid area wise which is for metros Area 1 as 870/-  and in other areas as 600/- Per month. This is just flat calculation paid even if one stays in own house or bank quarter and not DA or other allowance is paid on CCA

From this latest wage revision for Bankers SPECIAL ALLOWANCE  has been added as the 5% of basic pay and DA is paid on special allowance too. Kindly note that no superannuation benefits shall be paid on the special allowance like Pension . NPS and Gratuity.

Other Details and Benefits of Bank 10th Wage Revision Part 1/8

Stagnation Increments

a. Officers in JM Grade Scale I who have moved to scale of pay for MMG Scale II
in terms of Regulation 5(b) after reaching maximum of the higher scale shall be
eligible for four stagnation increments for every three completed years of service
of which first two shall be ₹1310/- each and next two ₹ 1460/- each.

b. Officers in MMG Scale II who have moved to scale of pay for MMG Scale III in
terms of Regulation 5(b) after reaching maximum of higher scale shall be eligible
for three stagnation increments of ₹1460 /- each for every three completed years
of service and a fourth stagnation increment of ₹1460/- two years after receipt of
third stagnation increment.

Provided that officers who have completed two years or more after receipt of the
third stagnation increment will get the fourth stagnation increment with effect
from 1.5.2015.

c. Officers in substantive MMG Scale III i.e. those who are recruited in or promoted
to MMG Scale III shall be eligible for four stagnation increments of ₹1460/- each
for every three completed years of service and a fifth stagnation increment of
₹1460/- two years after receipt of fourth stagnation increment provided that the
officers who have completed two years after receipt of the fourth stagnation
increment will get the fifth stagnation increment w.e.f 1.5.2015.

d. Officers in SMGS-IV shall be eligible for one stagnation increment of ₹1650/-
three years after reaching the maximum of scale w.e.f. 1.5.2015.

Dearness Allowance

On and from 1.11.2012, Dearness Allowance shall be payable for every rise or fall of

Stagnation increments are paid to the employees when he reaches maximum of higher scale ie if officer in Scale does not take promotion and gets annual increments he will in span of 16 years will reach the maximum scale of Scale II basic salary then he shall be eligible for stagnation increments for every Three completed years of service.

In the latest Bankers bipartite wage revision effective from November 2012 there has been a new allowance added which is SPECIAL ALLOWANCE which is paid on the Basic salary in % terms and DA is paid on special allowance too.

The above are the basic Salary for various cadres and Dearness Allowance shall be paid upon them, and present Dearness allowance for bankers till July 2015 is 33.7% which is payable on Basic salary as well as on Special allowance which is 7.75% - 11% of Basic salary.

Some Bank Wage Revision Updates and Update on 2nd and 4th Saturday Holiday

With wage settlement done and already signed now it is the time for some update as when one would be getting arrears and other benefits and most important of them being from when the 2nd and 4th Saturday Holiday for bankers shall going to be implemented.
  • Final wage revision has been signed and charts are already out for various cadres and  pay scales.
  • Arrears shall be payable from this month onwards that is from June 2015 only but it all depends upon banks to banks for instance some banks like Canara Bank pays the arrears very early as compared to other public sector banks.
  • The increase salary after the new wage revision implementation shall be payable to bankers from June 2015 onwards.
  • On the holiday on 2nd and 4th Saturday front it be implemented from July 2014 onwards according to reports from RBI and Govt of India.
  • Clarification on Medical or Cashless hospitalization is not fully final yet and may be clear in due course of time.

Official and Final , Pay Revision and Salary Chart of Officers Released

Here is the final list of officers salary chart after the wage revision, as predicted earlier by us , the increase in Gross is around 15% for the officers staff of public sector bank.
 The basic starts from 23,700 from earlier 14,500, and Present DA being 33.73%, but important thing here to note is that DA Factor has been reduced to .10% from earlier of .15% which means with every slab increase in DA there will be only 0.10% increase in salary ( DA Payable on Basic + Special Pay )

There has been big blow on the Medical Aid front too, it was expected for officers to be 15,390 but it has only been increased to 7900 from 5100/-.
Kindly note that you will get arrears too on this that is 2800 * 4 Years ie 2012-15 which is 11,200/- will be medical paid to employees.

In our view this has been one of the worst wage settlement the bankers have seen and arrears will too be on the lower side.

Official AIBEA Circular , Giving Details about the Salary Details of Clerical & Sub Staff for Banks

Here is the detailed notification of AIBEA circular showing details about the salary structure of Clerical and Sub staff of PSB and SBI after the new wage revision.
There was quite a bit rumours about the details of pay structure and there were several news and various details given but now this is the final and official circular of AIBEA for latest pay revision of bankers.

Newspaper Report about court matter on Bankers Wage Revision - Will it Halt

Check out the blow newspaper news of Paper HINDUSTAN which reports that there is likely to be a court stay on the Wage Revision of Bank employees due from November 2012, the report says that as most of  the Leaders are Retired Bank employees hence they are not eligible to negotiate on part of the present bank employees.
The court has said that this matter is to be completed within 6 months in collaboration with the petitioner , Bank unions and IBA.

"It seems that all things are finalised for the signing to be done for Wage Revision of 10th Bipartite wage revision on 22-23rd May 2015. But it is difficult to say as what will be the impact of this court order on the outcome of wage revision which has been lingering for more than 30 months and new wage revision is due from 1 November 2017"

Bank Wage Revision - Xth Bipartite, Update from Parliament & Finance Ministry

Following are the latest update relating to the 10th Bipartitate bank wager revision for the bankers of 20 Public Sector Bank, IDBI Bank, State Bank of India and Several Old Generation Private Sector Bank

The unions/ association of employees of PSB and IBA representing management of the bank have reached a consensus on the issue of wage revision in the last negotiating committee meeting held on 23-02-2015 and the issue has since been settled amicably.
IBA द्वारा 22-05-2015 को बैंको को वेज रिवीजन के निर्देश दे दिए जायेंगे. पूरी details 22 मई को सामने आ जायेगी.
Saturday holiday भी सेटलमेंट का पार्ट है और वो भी २२ से लागू हो जाना चाहिये । "

Though we are not sure about the 2nd and 4th Saturday Off for Bankers from 22nd but final signature on the wage Revision shall be concluded by Saturday 23rd May 2015 a delay of more than 2 and Half Year

Very True Description of Fate of Indian Banker and those struggling for Wage Revision

The public sector bank employees are one of the lowest paid salaried job in India and that too with very less dignity and over burdened pressure of both Management and customers.
And the status of Bankers wage revision we all know is due from 1 November 2012, the so called 10th Bi Partite settlement but till now more than 30 Months have passed but there is not any concrete plan whereas the initial process of Central Pay commission due from 2016 is already started by government.

And just see how bank unions like UFBU, AIBEA and many others are sleeping while IBA is putting them at gun point for targets. Lets hope that in future the status and working condition in pubic sector bank becomes better which will reduce the attrition rate in PSB including SBI, as younger generations are leaving the bank job for better career prospects, & even becoming clerical staff in State Govt.

The above picture also highlights the fact that how Unions and Associations of the banks have become spineless as they have no power to negotiate with the government for early settlement of bankers wage revision due from November 2012 and already 30 Months have passed and no concrete path yet found, and funny thing to note that it even does not take more than a month to prepare the budget of World largest Economy United States of America or for that matter of our own India's budget but it is taking more than 2 and half years to arrive at the final conclusion for Bank Wage Revision 2012-2017 for all the public sector banks including State Bank of India, even Einstein or Chanakya would have not been able to find the theory behind it

Proposed pay structure submitted to IBA for New Wage Revision of Clerks in PSB

Here is the proposed new pay structure submitted by bank unions to the IBA for approval upon which the new pay scales will be implemented in the Public sector bank and State bank of India.
 Kindly note that our earlier predictions came vary true in case of officers also , as the same formula has been applied in case of clerical staffs also , here they have not been given grade pay but instead higher HRA therefore the final increase in Gross salary of bank clerk after wage revision is around 15% , which he had also informed earlier.
The other allowance have been increased which augurs well for the bank clerk staffs , here the proposed transport allowance in much higher additionally PQP and FPP has also been increased which will be beneficial in the long term for clerical staffs in Bank.

It is learnt from reliable sources that settlement may be signed within a week. The load on basic will be only 2% and remaining will be added to HRA/GRADE PAY/CCA etc.

Not benefits to retiring employees. The 5 unions are opposing this benefit less settlement.

IBA Circular regarding 2nd and 4th Saturday Off for Banks in India

Following is the Original Copy of IBA ( Indian Bank's Association ) regarding negotiation between Bank Union and IBA regarding 2nd and 4th Saturday Holiday for Banks in India under NI act.


Our Verdict : With so many rounds of negotiations finally we have seen that some conclusion has been arrived or at least some positive have come for the poor public sector bankers, by going through this circular dated 21 April 2015, we can say that sooner or later there will be 2nd and 4th Saturday off for bankers then exact date is not known but we can assume that it may happen from June or July 2015.

Regarding the issue on number of Holidays , it seems that IBA wants to reduce the number of holiday under NI act for bankers but this seems to be a tough nut to crack as the holidays available to banker under NI act are lesser as compared to State / Central government employees presently. And these days the holidays or festivals are becoming more of a political tool , we assume that hardly there will be any reduction in the existing holidays for banks and one or the another state government announcing holiday on Festivals and Birthdays of old prominence leaders in days to come we may see even increase in the number of festival holidays for banks state wise

At Last Some Confirmation from AIBEA - 2nd a& 4th Saturday Likely to be in place

Today All India Bank Employees Association ( AIBEA ) has issued a circular letter No 27/122/2015/18 Dated 2nd April , 2015 which says that there shall be Full Holiday on 2nd and 4th Saturday of every months, but the exact date of implementation has not yet been made public.

Hence it is likely that , the date may be some future date rather than 11th and 25th April 2015, It looks that after the confirmation of RBI and IBA the exact date shall be announced for implementation of 2nd and 4th Holiday for Public Sector as well as Private sector bank staff.
Our Verdict : With this confirmation , AIBEA has put a hold on the discussion that , the 2nd and 4th Saturday off for bankers was put on hold or scrapped as was the news previously published all over as well as on our blog site www.apnajobs.blogspot.com , with this confirmation of circular , the copy of which is attached with this post, now there shall be a 2nd and 4th Saturday off for bankers , for exact date announcement will be made later, but we think that this may happen from the Month of May or June 2015 after the final implementation of wage salary revision.

Discussion with IBA on Leave matter for 10th Bipartite Wage Revision for Bankers on 18 March 2015

Following is the circular of three pages for the discussion on leave matters with IBA and Bank union.

The below is the circular issued by AIBEA, an umbrella union for bank unions of public sector banks including State bank of India.

Following are important highlights of the discussion with IBA on ancillary matters dated 18th March 2015.
  • Encashment of Leave can be done even after 20 years of service
  • The clause of 6 days continuous holiday with 4 days of CL is removed now, so that you can avail more than 6 days of continuous holiday with 4 days of CL
  • PL can be availed on 4 occasion in a year as against present three.
  • PL can be accumulated upto 270 days from present 240 days , but encashment can only be for existing 240 days only.
  • Now 4 UCL continuous can be availed once a year without medical certificate or 2 -2 twice.
  • Paternity leave 2 times for 15 days



Bank Wage Revision 2012-2017 Tentative Final Salary Chart for Officers 10th Bipartite for Bankers


Congratulations to the all the bankers young and old , with the final approvals from the IBA and Bank Unions & associations, we present you the tentative final salary chart for the Officers of Public Section Banks and State bank of India ( SBI )

The calculation and charts are prepared by taking into consideration the HRA and FPP payable to officer employees.
Kindly note that those opting for personal lease or residing in bank quarters will not get HRA so they should minus the HRA from gross also new officers are not getting FPP hence they should minus the FPP also.

Example :

Basic 14500  New Basic 23700 DA 10260 CCA 700 Grade Pay 1420 New Gross =  36,080 Appx ( or Consider 36,000/- ) from the present 31,000/- Gross Hence increase of approximately  15%-16%.

Kindly note that above example is for those officers who are living in bank quarters and not opting for HRA which more than 75% of bankers do.

Latest Update on PSB Bank Wage Revision - Labour Commissioner UFBU and IBA Meeting


This is the latest update on the Bank wage revision of public sector bankers which is still stuck in no mans land since more than two years.

All India Bank strike on 12 th Nov'14, as well as the Relay Zonal Strikes from 2nd to 5th December 2014 with  unprecedented success, displayed the anguish and frustration of the bank employees,through out the country , who are being denied the reasonable wage revision and also the undue delay on the part of IBA in conclusion of the 10th Bi partite settlement. 

Now Chief Labour Commissioner has fixed a conciliation meeting of Bank Unions (UFBU) and Indian bank's Association on 17th Dec'14,at 11.30 AM. at Mumbai.

 UFBU will be meeting  will be held on the same day at Mumbai.

Bank employees hope that this meeting turns out to be fruitful and some respectable wage revision takes place
